Of the Rulers of the United States of America
The President, the Congress, the general assemblies, the governors, and the councils of state, as the delegates of the people, are the rulers of the United States of America, according to the division of power made to them by the Constitution and by the laws. Those states which have not been admitted shall observe a like principle.
Let every soul be in subjection to the higher authorities, for there is no authority except from God, and those who exist are ordained by God.
